The “Associazione di Consulenza in Diritto del Mare” (ASCOMARE) is an international think-tank established in 2018 to provide pro bono legal consultancy and technical assistance to Government and private institutions, as well as NGOs and the public.
The main goal of ASCOMARE is to promote knowledge-sharing, and the uniform interpretation and application of the corpus of rules of public international law governing maritime spaces and activities, including its framework convention – i.e. the UN Convention on the Law of the Sea, 1982.
The work of ASCOMARE is inspired by environmental principles and human rights considerations. It primarily covers three major sets of activities:
(1) Research: including the publication of reports on technical issues related to the interpretation and implementation of the law of the sea (e.g. Trans Adriatic Pipeline Report, 2019; and Gulf of Sirte Analysis, 2020). In addition, ASCOMARE hosts the Secretariat of and coordinates the work for the publication of the Yearbook on the Law of the Sea (YLoS).
(2) Projects development and implementation: including the implementation of a national project to collect and process data on the state of play of small-scale fisheries in 15 coastal regions in Italy (SSF Project, ongoing); and acquisition for the development of projects activities in West Africa and South Asia.
(3) Legal consultancy: providing pro bono legal advise on different areas of the law of the sea.
The team of ASCOMARE consists of international experts and practitioners from different countries and backgrounds, including lawyers and scientists, who have served in important organisations and research institutions worldwide, such as EU, UN/OLA, UNDP, UNEP, UNICEF, ILO and Max Planck.
