ASCOMARE is a consultancy providing technical expertise and services for a variety of client types including agencies, international organisations, governments, consultancy companies and NGOs, as well as the private sector.

The list of services offered by ASCOMARE includes:

• High-level legal research in the Law of the Sea;
• Legislative review, to assess the level of consistency of domestic primary and secondary legislation with the framework of rules governing the Law of the Sea, and in particular the UN Convention on the Law of the Sea (UNCLOS);
• Legislative drafting, to support the drafting of national legislation in areas related to the Law of the Sea, including: Maritime Zones Acts; Fisheries; Shipping; anti-Piracy Acts; and unitization agreements and other provisional arrangements for the joint-utilisation of natural resources;
• In-situ training to State officials, representatives from national/international organisations, civil society or private sector;
• Legal consultancy on technical areas and issues of the Law of the Sea;
• Projects orientation, to facilitate the access to EU and international funding or other capacity building instruments.

The list of subjects covered by the services of ASCOMARE includes:

• protection and preservation of the marine environment;
• navigational rights;
• exploration, exploitation, conservation and management of marine living resources;
• biological diversity in areas within and beyond national jurisdiction;
• maritime boundaries delimitation;
• limits of maritime areas within national jurisdiction, with special emphasis on the delineation of territorial sea’s baselines;
• marine scientific research;
• sovereign immunity and military activities at sea;
• underwater cultural heritage;
• trans-national organised crimes at sea;
• offshore mining activities – whether hard minerals or hydrocarbons;
• responsibility of the flag State over vessels flying its flag operating on the high seas or in areas within the national jurisdiction of another State;
• port State measures and control.
